Title:

Fear is the key: keeping the balance between flexibility and control in a Dutch youth prison.

Abstract:

A qualitative and quantitative study conducted in a Dutch youth prison aimed to examine the role of group workers' education, safety, organisational culture, leadership and work attitudes in shaping a rehabilitative group climate. The participants were 59 group workers who were interviewed and completed a questionnaire. This article describes the background to the study, its methodology, and results, and presents examples from the interviews. It was found that staff varied in their behavioural responses to perceived safety risks and disorder, that group workers depended on each other for their safety and for being able to create a positive and rehabilitative group climate, and that when workers shared attitudes associated with flexibility and perceived more control they felt safer, resulting in more work motivation. Where leadership was transformational, workers reported substantially less fear and more flexibility and perceived more control, with the opposite effect when leadership was passive.
