Abstract:

There is limited data available for the development costs of extra care housing. Older studies had suggested that the total cost per apartment to be in the region of £64,000. This article reports findings from an in-depth evaluation of 19 extra care housing projects for older people in the UK. Pricing data were updated to current pricing levels using the tender price index. Findings revealed the average cost per apartment, taking into account cost overruns, varied between £128,000 and £158,000, depending on the cost correction model employed. The information presented is a significant improvement on that previously in the public domain. The authors conclude that a careful reappraisal of cost components and a more integrated approach across housing, health and social care is required, particularly in a climate of public funding cuts. However, when drawing conclusions on the future cost of extra care housing, particularly relating to an ageing population, both the development and operating costs must be considered in the context of improved outcomes.
