Roma inclusion: a progressive and rights-based approach

Abstract:

This seventh General Policy Paper by the European Network Against Racism (ENAR) is the result of ongoing concern and reflection regarding the development of progressive integration and social inclusion policies as a tool to combat racism. It comes shortly after the EU designed and adopted a European Framework for National Roma Integration Strategies, an important step in acknowledging politically the need to improve Roma inclusion initiatives and policies and to combat segregation. The report suggested that Roma inclusion strategies in Europe had thus far produced limited results in terms of actually improving the situation of Roma, in part due to a lack of multi-sector and integrated approaches. Political and bureaucratic inertia need to be challenged. Narrow national interests should not prevent the European Union from establishing effective policy-making mechanisms. Policy-makers needed to adopt a holistic and coherent approach to other relevant policy areas for successful Roma inclusion strategies, with appropriate co-ordination and implementation mechanisms.
