Abstract:

This inquiry examined current arrangements for allocating and monitoring public expenditure on children and young people in Wales at national and local level and to identify overall Welsh Government spending on children and young people. It aimed to assess whether these adequately reflect their needs and also whether the policy promises that governments make are backed up with money to make them happen. The inquiry discussed the benefits of effective children's budgeting, practical challenges and practical steps for effective children's budgeting. Annex 1 includes a summary of recommendations.
