The decline in intercountry adoptions and new practices of global surrogacy: global exploitation and human rights concerns.

Abstract:

Intercountry adoption (ICA) has been in significant decline since 2004, when it is estimated to have affected 45,000 infants and children worldwide. Today, with fewer available options for family building with a healthy child or infant via ICA, global surrogacy appears to be replacing the practice in some cases. In this article, the authors present a history of ICA and associated ethical dilemmas and human rights concerns, and explore global surrogacy, starting with surrogacy practices in India. They then examine the new and emerging practice of surrogacy in Guatemala, with concerns about informed consent in the context of poverty and human rights abuses, including human trafficking and violence against women.
