Abstract:

Housing has recently gained recognition as a pivotal factor in child welfare involvement. The majority of children in the child welfare system enter because of neglect, with substandard housing conditions likely influencing a number of placement decisions. This paper describes a model programme for families with dual vulnerability in housing and child welfare. The Supportive Housing for Families (SHF) programme prioritises prompt family access to housing and related supports and operates from an intensive, family-centred casework that promotes client engagement as a mechanism for change. It includes intensive case management, access to permanent housing, mental health and related interventions, employment and vocational assistance, and support for building community. A mixed methods approach including the administration of a measure of parental engagement and open-ended interviews with 41 parents was used to evaluate the programme. Results indicate high levels of client engagement, with convergence across the formal measure and interview themes. SHF promoted client engagement through the swift provision of tangible resources, as well as caseworker resourcefulness and responsiveness. The findings are compared with prior research, and implications, limitations and future directions are discussed.
