Abstract:

The Adult Social Care Outcomes Framework (ASCOF) was first launched on 31 March 2011, following consultation on a broader, more transparent and outcome-focused approach to presenting information on what adult social care has achieved. This document updates the framework for the year from April 2012. All proposals for outcome measures have been agreed between the Department of Health, the Association of Directors of Adult Social Services (ADASS) and the Local Government Association (LGA). This document describes how to strengthen incentives and information for local commissioners to improve service quality by enabling the public to understand outcomes and quality of care in their area, and by enabling councils to benchmark trends in quality and outcomes to seek ways to improve them. The intention is to promote improvement in the quality and outcomes of users of social services by reducing the variability in the quality of services.
