Abstract: |
As part of the Welsh Government’s review of homelessness legislation, Shelter Cymru and Cymorth Cymru undertook a citizen engagement exercise to find out from past, current and potential future service users how they feel legislation and service delivery should be changed. Research was carried out in three stages: a public engagement exercise with 160 members of the general public to find out what they would do if they ever found themselves at risk of losing their home; a series of focus groups and individual interviews with 64 current and former service users; and an evidence giving day where 12 service users heard evidence from a range of speakers. There was a range of views in relation to the homelessness law and the tests contained within it. In most cases people were in favour of retention of the current tests, although a sizeable minority was in favour of abolishing tests and opening up access more widely. There was a strong feeling that those people who do not meet all the requirements of the legislation should still receive some form of assistance and should not be left “high and dry”. For example, many people felt that those not in priority need should still be assisted into private rented accommodation and that doing so may prove more cost-effective in the long run. |
