Explain the social impact bonds approach, which links social interventions and programmes to investment returns. While governments and donors are increasingly searching for how to deliver better outcomes for beneficiaries using fewer resources and effective impact-driven organisations are seeking new and creative ways to grow their impact, there is an expanding pool of investors looking to harness the power of entrepreneurship to address some of the toughest social issues. The report examines SIBs from a government/donor and delivery partner perspective and from an investor perspective. It discusses how SIBs can design successful services, focusing resources on outcomes, stimulating innovation and linking financial returns to social outcomes. The report includes practical recommendations for government and donors, for service providers and for investors. (Edited publisher abstract)
