The use of quality and performance measures across Integrated Youth Support Services aims to offer a common framework for evaluating the effectiveness of the service and gathering the evidence to demonstrates this. This Framework has been developed to use the five headline targets within PSA14 which describe the targets for the overall outcomes of Integrated Youth Support Services. It enables authorities to select the quality and performance measures that will enable them to undertake a local analysis within the proposed national framework, encompassing the core interests and responsibilities of the providers of youth work, information advice and guidance, youth justice and positive activities. The Framework outlines the context; common criteria for constructing the framework; the component parts, such as indicators, evidence and specific criteria; and description of the five indicators of the proposed Quality and Performance framework.
